Organisation: EU Urban Agenda Partnership on Circular Economy 

Focus Area: The European Urban Agenda is a joint effort of the European Commission, Member States and European Cities Networks to strengthen the recognition of the urban dimension by European and national policy actors.

Members of the Partnership are:

  • Member States: Finland, Slovenia, Poland, Greece;

  • Regions: Flanders (OVAM);

  • Cities: Oslo (Coordinator of the Partnership), Prato, Porto, Kaunas, The Hague;

  • Stakeholders: EIB, EUROCITIES, CEMR, URBACT, ACR+;

  • European Commission: DG REGIO, DG ENV, DG RTD.

The Circular EconomyCircular EconomyA systems solution framework that tackles global challenges like climate change, biodiversity loss, waste, and pollution. It is based on three principles, driven by design: eliminate waste and pollution, circulate products and materials (at their highest value), and regenerate nature. Partnership has identified 12 actions and recommendations to be put forward to the EU, Member States and cities. These actions and recommendations touch upon some of the most important barriers and also provide advice for cities in their work towards a strategy for circular economy.

Better Regulation

  1. Help make waste legislation support the circular economy in cities

  2. Help make water legislation support the circular economy in cities

  3. Analyse the regulatory obstacles and drivers for boosting an urban circular bioeconomy

Better Funding

  1. Prepare a Circular City Funding Guide to assist cities in accessing funding for circular economy projects

  2. Mainstream the circular economy as an eligible area into the post 2020 Cohesion Policy and corresponding Funds

Better Knowledge

  1. Prepare a blueprint for a Circular City Portal

  2. Promote Urban Resource Centres for waste prevention, re-use and recycling

  3. Develop a Circular Resource Management Roadmap for cities

  4. Develop a Collaborative Economy Knowledge Pack for cities

  5. Manage the re-use of buildings and spaces in a Circular Economy

  6. Develop City Indicators for a Circular Economy

  7. Develop a “Pay-as-you-throw”-toolkit with coaching
