Investment in infrastructure: As part of France Recovery Plan, ADEME (Agency for ecological transition) will support (2021-2022) the development of the recycling sector through innovation, capacity increase, treatment of new streams or development of new technologies, including chemical recycling, in order to achieve the ambitious objective set in the “3R” decree of aiming for 100% recycling of plastics in France by 2025.
Promotion of collection, sorting, reuse and/or recycling schemes (e.g. deposit return schemes): In 2023, a decision can be taken on the introduction of a deposit return scheme for reuse and recycling of plastic beverage bottles if performance is insufficient to meet European collection and recycling targets
Establishment or revision of economic incentives (e.g. subsidies) or disincentives (e.g. taxes, charges): ADEME (Agency for ecological transition) will support the modernisation of sorting centers for packaging; sorting innovation and technologies, selective sorting in the public space (2021 and 2022 / 55Meuros).
In addition, CITEO, the main EPR organization for household packaging, provides 150 Meuros (2018-2022) to local authorities for the extension of sorting instructions which has to be completed by end of 2022 (yearly calls for collection and sorting projects).
Establishment or revision of Extended Producer Responsibility schemes: The financial contributions paid by producers to EPR organizations will be modulated according to environmental performance criteria, including recyclability (2022).
By 1 January 2022 at the latest, the amount of the penalty applicable to plastic packaging that can’t enter an end-of-life recycling sector will be fixed by decree, according to a progressive trajectory.
New EPR organizations will be set for hotels and restaurants in 2023 and for the industrial and commercial packaging sector (2025)
Provision of reliable packaging and/or product information to consumers: Use of the Triman logo, accompanied by information on sorting (2022).
Consumer information will be strengthened in particular on recyclability (2022).
Promotion of collaboration with the private sector, including small and medium-sized enterprises, and civil society organisations: A 3R strategy for plastic packaging will be formulated by the end of 2021 with the stakeholders to define the actions and the accompanying measures to be put in place to achieve the 3R objectives for single-use plastic packaging defined by the “3R” decree for the 2021-2025 period.
Other planned actions: An obligation is set for companies to develop 5 year prevention and ecodesign plans to reduce the use of non-renewable resources, increase the use of recycled materials and recyclability (2023)
An acceleration strategy for recyclability, recycling and incorporation of recycled materials will be formulated (2021) as part of the national program of investments for the future, plastics being one of the 5 materials targeted.
The public investment bank will support chemical recycling projects (2021).
